3. In case of doubt as to the class, value, weight, or measurement of goods, an inspection in the presence of the consignor or consignee may be demanded.
4. All freight charges or charges in connection with the transport of goods shall, save in cases where special arrangements have been made, be payable at the time of application for transport.
5. A way-bill shall be delivered to the consignor against the goods received for transport. Should the consignor so request, a bill of lading* may be delivered him instead of a way-bill.
6. In case of goods transported by ton or picul measurement, each bale, box, or case shall bear a number with the name and address of the consignor.
7. In the case of goods imperfectly packed, or of goods which, not being packed at all, are in danger of being thrown into confusion, transport may be refused unless a special car be hired for their accommodation.
8. In case of necessity the Company may request the presence of an attendant
on luggage cars containing live animals.
9. The Railway Company hereby declines to place with ordinary merchandize dangerous goods, even though the latter fall under the same [? freight] class as the
former.
10. Goods which must be secured under lock and key, goods which must be sheltered from rain or snow, and goods which are easily ignitable must be loaded in a covered car.†
11. It shall not be permissible to load on an uncovered car goods which project from the front or the back or from either side of the car.
The following are the limits of the height beyond which it shall not be permissible to load goods on uncovered cars :~--
In the case of goods which are too bulky to permit of their being loaded within the limits aforesaid, a further and maximum limit is fixed permitting of their pro- jecting 6 inches from each end of the car and of their being loaded to a height of 9 feet.

17. If the bill of lading is lost, the goods shall not be delivered unless such guarantee is forthcoming as may to the Company seem proper.

But when horses (or mules) and colts, or oxen and calves, are transported together, one horse, ox, or mule corresponds to three colts or calves.
12. A net or cover shall be used when goods which are easily ignitable, or likely
to fall off during transit, are loaded on an uncovered car.
13. When by the act of God, or owing to unavoidable circumstances, transport is suspended, the balance of the freight collected shall be repaid after freight and other charges for the mileage already covered have been deducted.
14. If, after their dispatch, it is found that goods received for transport have been loaded on a car in excess of the proper quantity, or so that they are all confused together, the following additional freight charges shall be payable :--
(1.) In cases of overloading, twice the freight charge, calculated according to picul measurement, on the total number of kin in excess of the tonnage inscribed on the way-bill.
(2.) In cases of mixed loading, twice the difference between the freight on the whole weight of the goods, calculated according to the freight charge of the 1st class, and that inscribed in the way-bill.
15. If a way-bill or a bill of lading is issued, the goods to which either of these documents refers shall be handed over in exchange for the document itself.
Goods for which a way-bill has been issued may be taken delivery of only by a consignee previously recognized by the Company, and after he has affixed his seal to the Company's freight pass-book,
